GEN 3.4   Communication services

1.Responsible Service
 
The responsible service for the administration of communication service in Belize is the Director of Civil Aviation through the Technical Assistant.

The service is provided in accordance with the provision contained in the following ICAO documents.
 
  • Annex 10: Aeronautical Telecommunications
  • Doc. 8400: Procedures for Air Navigation Service –
  • ICAO Abbreviations and Codes (PANS-ABC).
  • Doc. 8585: Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services.

2.Area of responsibility
 
Arrangements for service on a continuing basis should be made with the Director of Civil Aviation who is also responsible for the application of the design, type, and installation of aircraft radio station. Responsibility for the day to day operation of these service is vested in the Duty Technician located at P.S.W.G. International Airport. Enquires, suggestions or complaints regarding any telecommunication service should be referred to the Director of Civil Aviation.
 
3.Types of service
 
3.1Radio navigation services
 
The following types of radio aids to navigation are available:
  • Doppler VHF Omni directional Radio Range (DVOR)
  • Distance Measuring Equipment (DME)
  • ILS/DME
 
The aeronautical stations maintain a continuous watch on their Mobile/Fixed stated frequencies during the Philip S. W. Goldson International Airport’s published hours of service unless otherwise notified. An aircraft should normally communicate with the air/ground control radio station which exercises control in the area in which it is flying. Aircraft should maintain continuous watch on the appropriate frequency of the control station and should not abandon watch, except in an emergency, without informing the control radio station.
 
3.2Fixed Service
 
By agreement the Central American Corporation for Air Navigation Services (COCESNA) operates the Aeronautical Fixed Service (AFS) on behalf of the Department of Civil Aviation. Messages transmitted by AFS must satisfy the requirements of:
  1. Annex 10, Volume II, Chapter 3, 3.3;
  2. The form as specified in Annex 10;
  3. The text of an individual message which does not exceed 200 groups.

Details of the facilities available at the P.S.W.G. Int’l Airport can be found in the relevant section of Part 3 (AD). In cases where a facility is serving both the enroute traffic and the aerodrome, details are given in the relevant section of Part 2 (ENR) and Part 3 (AD).
 
4.Requirements and conditions
 
The requirements of the BELIZE DEPARTMENT OF CIVIL AVIATION and the general condition under which the communication services are available for international use, as well as the requirements for the carriage of radio equipment are contained in the Belize Civil Aviation Regulations (BCARS)
