GEN 3.3   Air traffic services

1.Responsible Service
 
The authority responsible for the overall administration of Air Traffic Services is the Director of Civil Aviation, Department of Civil Aviation through the Chief Air Traffic Control Officer.

The services are provided in accordance with the provisions contained in the following ICAO documents:
 
  1. ANNEX 2 -- Rules of the Air
  2. ANNEX 11-- Air Traffic Services
  3. DOC. 4444 ATM/501 – Procedures for Air Navigation Services- Air Traffic Management (PANS-ATM)
  4. DOC. 8168 – Procedures for Air Navigation Services- Aircraft Operation (PANS-OPS)
  5. DOC. 7030 – Regional Supplementary Procedures
 
Differences to these provisions if any, are detailed in subsection GEN 1.7
 
2.Area of Responsibility
 
Air Traffic Services is provided for the entire territory of Belize including its territorial waters up to the Transition Altitude - 19,500 ft. above this altitude, CENAMER ACC/FIC is responsible for Air Traffic Services. The airspace of Belizean territory including its territorial waters forms part of the Central America FIR.
 
3.Types of Service
 
3.1The following Air Traffic Services are provided at the P.S.W.G. International Airport.
 
  1. Terminal Approach Radar (RDR)
  2. Approach Control (APP)
  3. Aerodrome Control (TWR)
  4. Ground Control (GND)
  5. Flight Information Service (FIS)
  6. Alerting Service (ALR)
 
3.2Some Danger Areas are established within Belizean territory. These areas are shown in the ENR 5.1 section. Activation of areas, subject to intermittent activity, is notified well in advance by NOTAM, giving references to the areas by their identification.
 
4.Co-ordination between the operator and Air Traffic Services
 
Co-ordination between the operator and Air Traffic Services is effected in accordance with Section 2.13 of Annex 11, and Sections 2.1.1.4 and 2.1.1.5 of Part V111 of the PANS-ATM (Doc. 4444).
5.Minimum flight altitude
 
Minimum flight altitudes on the ATS routes (as listed in ENR 3) have been determined so as to ensure at least 300 m (1000 ft) of vertical clearance (or 600 m, 2000 ft, in mountainous terrain) above the highest obstacle or the upper limit of restricted areas. Belize calculates its VOR routes using Appendix A to Chapter 1 DOC 8168 Vol II, VOR and NDB Routes – Refined method for the construction of obstacle clearance areas; due to this a minimum of 1,000 ft (2000 ft in mountainous areas) vertical clearance above the highest obstacle within 4 NM of the route centerline is provided for, this vertical clearance in the secondary area tapers from full vertical clearance to zero. Where the angular divergence of the navigational aid signal in combination with the distance between the navigational aids could result in the aircraft being outside the limits of the ATS route, the width of the ATS route is increased as follows:
 

 
RNAV routes within Belize Airspace are designed according to RNAV 5 specification.
 
Terrain above 3000 ft AMSL and all surrounding terrain within 5 NM are considered mountainous areas in Belize airspace, this definition deviates from ICAO definition which states that mountainous area is an area of changing terrain profile where the changes of terrain elevation exceed 900 m (3 000 ft) within a distance of 18.5 km (10.0 NM) exceed 900 m (3000 ft).
 
The information regarding mountainous areas can be received in digital form as an ESRI shapefile © by requesting it to belize.ais@civilaviation.gov.bz. A zip file together with a text file containing the crc32q value against which the zip file content can be checked using an crc32q verifier will be given. CRC is used to ensure that data has not been corrupted during transmission or encryption, if needed a File Integrity Calculator may also be provided.
 
6.ATS unit address list
 
Aerodrome, Approach and Flight Information Service are all located at P.S.W.G. International Airport under the administration of the BELIZE DEPARTMENT OF CIVIL AVIATION through the Air Traffic Services Section.
